Fredrick Michael Banks, former director of human resources for the State of Illinois, died Tuesday, September 7, 2021, at the hospice wing of Elevate in South Holland.
Banks was born in Springfield on March 16, to the late Arnold T and Annabelle Holman Banks. He attended St Patrick's School and graduated from Cathedral High School. He enlisted in the US Air Force as a journeyman plumber. When he returned, he attended Springfield College before graduating from Quincy College in 1967.
He worked for Community Action in Springfield, eventually becoming the director. In 1968 he was admitted to the University of Minnesota's gerontology program, which eventually took him to Washington, DC. There he was hired by the National Civil Service League in 1969. Later he was hired as the director of human resources for the State of Illinois during Gov. Dan Walker's term. After he resigned that position, he became involved in the state employees' union.
He was married to Carmelita Banks for 29 ½ years. They divorced in 1997. He is survived by their children Roslyn Banks Jackson of Albany, GA, Monica Pumphery of Springfield, Martin of Miami, FL, and Arnold of Mongmong-Toto-Maite, Guam; his sister Helen Banks of Springfield; four grandchildren; three great grandchildren; several cousins. His sisters Carol and Penny, brothers Dwayne and William preceded him in death.
His funeral will be held at St John's Church-Baptist, 4821 S Michigan Ave, Chicago at 11 a.m. September 14; his burial at Calvary Cemetery in Springfield at 1 p.m. September 16.
